fix(operationTag): verify selectedServer exists before invoking

Description

Add isFunc check to verify oas3Selectors.selectedServer() is an available function method to call

Motivation and Context

Using a demo project (Create React App, React@16, swagger-ui@3.32.4, petstore swagger spec), the application would fail to render properly. Cannot find selectedServer of undefined

How Has This Been Tested?

demo project withnpm link is now working.
all existing tests did and continue to pass
