Provide option to skip key refresh when key server cannot be connected to

Currently the current keys will be downloaded from swift.org and then refreshed right after (presumably to check for revocations), if the key server cannot be reached twice it throws an exception and the entire action fails.

Would it be possible to provide a skip_refresh option?
