* Update MSG_GROUP_META * Pick bindings only concerned with new group_meta. The other bindings are built because the latest libsbp commit for 1.2.0 doesnt actually include all the bindings. Following discussions on SO Design changes, we add _GNSS suffix to gps_time and utc_time msgs for use in GNSS Wagon. The plain, non _GNSS ones will go into the Fuzed Wagon. The group_meta msg, part of Fuzed wagon, is stripped out of its time data b/c it will now be carried by the other two aforementioned ones.
