Add shen layer

My first contribution to spacemacs! Let me know if I need to change anything to meet your standards, but I think I got everything on the contributing doc. This is just a simple layer - I'm just starting to learn Shen, so maybe I'll have improvements to this in the future as I learn to use Shen on all its different platforms.

You should setup keybindings for shen-mode in Spacemacs style. Just check some other languages for example (like python, ruby, haskell, elisp). I am talking about keybindings like these.

Some references:

• evil leader

@bsima do you still use Shen? If you wish to see these configs part of Spacemacs, please open new PR. I am closing this PR as your remote repository was removed.

@d12frosted I haven't been using shen recently, but I will get back to it at some point in the next few months. When I do, I'll open a new PR with my updated and improved shen layer based on my private layer
