[Elephant] Block outgoing transactions account restriction #218
Description
There are 2 new Account restriction type introduced.
- 0xC1 Block outgoing transactions to a given address.
- 0x41 Allow only outgoing transactions to a given address.
Probably need to rename the RestrictionType to AccountRestrictionType to be able to differentiate from Mosaic Restriction
