FR: allow purchasing the Mullvad add-on from more countries

The current region availability list ("countries in which you can purchase the Tailscale Mullvad add-on") is here:

This is a tracking bug to sell the add-on in more countries.

Discussions about international policy or legal status in this ticket are not useful or fruitful and are better had elsewhere. Upvotes may increase the priority for specific regions, but legal and policy discussions will not.

This feature is really a privacy saver. Please add "Taiwan" to this list.

Would be great to have this available in Japan too. Right now I need to use firewall hacks to use both tailscale and mullvad. It's a pain at times.
