Replace rgb and hsl helpers with <alpha-value> placeholder for colors with custom properties #8501

We've come up with a better solution than the rgb / hsl placeholder for custom properties that support a custom opacity. You can now add <alpha-value> to let tailwind know where to place a custom opacity. This could be from opacity modifiers on utilities like bg-red-300/50, usage in the theme function in CSS like theme(' / 50%'), or the theme function in the config which works the same was as CSS in this case.
