*All* adjustment and effect dialogs are now resizable

Relates to #261

This is a very large commit.  All 50+ user controls and 150+ adjustment/effect dialogs needed to be manually modified for this to work.  It was (is?) a non-trivial amount of work.  Some work is still to-do.

That said, all adjustment/effect dialogs can now be resized by the user.  Resize them like you would any other app window (click-drag the window border of your choice).  New centralized UI code will reflow each dialog dynamically, expanding the preview area to match the new window size.

Note that resizing a window comes with potential negative side-effects - importantly, *larger* windows may take *much longer* to produce a preview.  This is simply because there are more pixels for the preview engine to process.  For faster processing, shrink window size back to its original size.

Dialog sizes and positions, if modified, are *not* currently remembered by PD.  This is still to-do, as a lot of work has to be done to ensure the dialog doesn't mistakenly end up off-screen later if e.g. the user changes displays or display settings/DPI.

A few dialogs do not play nicely with this new resize feature.  I have a running list of these broken dialogs and will be manually fixing them in the coming days.  (Note that the dialogs still work fine if you don't resize them - they just have UI glitches *if* you resize them.)

In nearly all cases, glitchy dialogs contain old UI elements that are not running on PD's custom UI toolkits (e.g. system picture boxes instead of PD ones).  These needed to be fixed anyway, so this is a good excuse for solving multiple problems at once.

I have only tested the new code on Windows 10.  It may need tweaking on other Windows versions.
