This provides a simple mechanism for making an animated GIF e.g. 2x faster or slower, regardless of original frame times. Also included in this commit is an updated German localization c/o Roy K. Thank you, Roy!

This provides a fast, simple way to change an animated image's playback speed to e.g. 2x or 0.5x speed.
