Log levels beyond INFO: VERBOSE #2467

We need a verbose log level in which we can afford logging repetitive events, such as exceptions (diag_set), applier status changes, in other words, anything which would flood the log on INFO level, which is useful to better understanding of what is going on with the system, but which is not debug exactly.

Perhaps we need 3 levels of verbosity instead of one.

Implemented 1 new log level: VERBOSE

log: implement log_verbose and VERBOSE log level.
We don't have any intermediate log level between INFO and DEBUG.
INFO level should be used for rare events, such as becoming a
master or accepting a replica join. INFO is the default level.

We lack a log level for "hard to debug" situations, usable
by system administrators.

Introduce a new new log level for this purpose, VERBOSE,
for verbose output.

This change should not affect any existing installations.

Update module-api.c test.

Fixes gh-2467.
