Modifiers not registered for macOS shortcuts #1542

Describe the bug
Modifiers keys don't work for registering shortcuts on macOS. When registering CmdOrCtrl+X, it responds to x but not Cmd+X.
To Reproduce
You can use the tauri's api example.

OS: macOS 10.14.6
Node: 14.16.0
NPM: 6.14.11
Rustc: 1.51.0
