The technician and extra class question pools carry no copyright/usage policies:

The general class question pools have been released into the public domain

TODO: Contact the NCVEC and ask for clarification.

I have contacted the NCVEC through their website [1] and submitted the following inquiry:

I would like to include verbatim copies of the Technician, General, and Extra class
question pools in an open source project I am working on [0] to assist future operators in
gaining their Amateur Radio licenses.

I am blocked however [1] as I can not find exact licensing information for the use and
redistribution of the Technician and Extra class pools. Per the ncvec.org website [2] the
General class pool appears to have been released into the public domain. Can you please
clarify this for me?

Additionally, it would benefit future Amateur Radio operators if you could please update the
Technician [3] and Extra [4] class pool pages on this website with the clarified usage
guidelines.
