The labels displayed usually in the left frame of a PDF Reader. I just confirmed that: Neither Evince, nor Adobe Acrobat XI is able to jump anywhere from the bookmarks displayed. Furthermore, I checked PDF compatibility, and no problems were detected.
As I still have a copy of v5.1 of ECMA 262 around, I can verify that the bookmarks worked there. Also ‘ECMA-262 6th edition June 2015.pdf’ has working PDF bookmarks.
Also it seems the last working version was produced by Microsoft Word 2010, while the latest version was produced with "Skia/PDF m52".

The PDFs are produced by merely printing the HTML version (with some print-specific stylesheet rules). For me at least, the TOC is clickable (like any other blue links), but it sounds like there is separate metadata for "bookmarks" which show up in some navigation pane. If this is true, I do not intend to support these - having a workable HTML version of the spec is my priority as I have not heard significant desire from implementers for a PDF version. I would like to hear more about why the PDF is preferable to a .html, though!

Previously, the HTML version doesn't have TOC, which makes it a pain to navigate around different sections, so I have been using PDF version (for version 5.1). The 7.0 specs largely resolved this issue with the TOC in the left panel.
However, this still leaves the gap with version 6.0, which uses a single TOC at the top of the page for HTML version, and non-working bookmark in PDF file.

Note that the edition 6 PDF TOC is navigable with a PDF viewer that support a Table of Contents sidebar view.

@allenwb Never mind. I was confused. Just checked with archive.org, and the version I was looking at was 7th edition.

The bookmarks in the PDF file available at ECMA International website does not work. Tested in both Acrobat Reader and Foxit Reader.
Would you please regenerate the PDF file with working bookmarks?
