Additional edits re change-of-edition that should have appeared in 7a9a9b6.

Editorial: ES 2020 is the eleventh edition.
(This should have been changed as part of 7a9a9b6.)

This resolves the comment that @devsnek raised against 7a9a9b6:
7a9a9b6#r32964623

and also the comment at:
#1489 (comment)
but not the issue raised in #1489.
Editorial: Change ES 2019 para to past tense.
(And similarly for one sentence in ES 2017 para.)
Add a stub para for ES 2020.

(This probably should also have been done in 7a9a9b6.)

Good update. As a follow-up, I think it would be great if we identified the editor's draft as such, and identified this as ES2020 only after the branch, but this is a separate suggestion.
