Update ESLint Config

What this PR introduces?

• Update ESLint config to follow the Techmmunity code style
• Add @techmmunity/database-error-handler
• Remove dev script, since all projects must be executed using docker
• Remove formatters from .vscode/settings file
• Update database logging options to not log in production
• Add .prettierignore and .lintstagedrc files
• Update jest config to reset mocks
