Testing that the body of a scheme rack app can be dynamic

It's a little cumbersome to type the return values with
(cons ()...), perhaps we should define a function (in scheme)
    to help out with this.

Initial work done on full-scheme rack apps.

Lots of work left to be done but you can now specify
a rack app in scheme. It's a lambda that is given the
env and returns a cons that represents the status,
headers, and body of the response.

Using eval_string rather than eval to process xml

Passing a Ruby string to eval always returns itself, so
parsing it first makes the tests happy.
