TODO: elpa bug causes problems if Emacs22 version of nxml-mode is installed when you launch Emacs23.
You may need to remove bytecode if you've got stale files around: $ find elpa-to-submit/nxhtml/ -name *elc | xargs rm
This means Windows users will get lousy delays at startup when they're not online, but it's the only way to get reliable package installation, it seems. If anyone knows an elisp function to tell if you're online on Windows, patches are welcome.
