Bug report

When navigateOnTab is enabled, OverflowMenu button could not be focused with Tab after resize.

Reproduction of the problem

  • Run the following Dojo: https://dojo.telerik.com/AbIKInUH
  • Click "Run"
  • Resize the output area
  • focus the toolbar's first item by clicking on it
  • press TAB (correctly focuses the second button)
  • press TAB again (the focus moves into the browser's title bar, browser-dependent)
