Update to a more recent version of semantic-release (e.g. 24.x)

This can fix multiple security alerts in https://github.com/telerik/semantic-prerelease/security/dependabot/1

Currently, version 6.x is used, but the latest one ins 24.x

Will archive the project and mark the package as deprecated.
