Terraform (and AzureRM Provider) Version

Terraform v0.12.9

Terraform Configuration Files

resource "azurerm_application_gateway" "foo" {
  ...
  
  autoscale_configuration {
    min_capacity = 0
  }

Error Output

Error: expected autoscale_configuration.0.min_capacity to be in the range (2 - 10), got 0

Expected Behavior

Terraform should allow creating autoscaling Application Gateway v2 with minimum capacity 0 and 1, just like Azure Portal does. (It also allows min to be up to 100 and max to be up to 200, however the docs say 125.)
