Thali build script assumes the developer machine is a perfect place to be #349

I have one of my dev machines have a pretty bad (but common) npm jx install setup. Without sudo both of the calls will fail with EACCESS.

This can be solved by sudo chown -R 'whoami' ~ however I keep this machine as is to be aware of the experiences of other developers having the similar setup.

At the moment, Thali build script fails badly without much clue.

option a - check sudo first npm/jx install success and warn developer with desired system settings

option b - force the calling user rights for child processes. [desirable]
