Automate tests to check if we get an old Lollipop/Marshmallow device that doesn't have the right BLE hardware #457

When we run on a phone with Lollipop or Marshmallow that doesn't have the right BLE hardware we are supposed to return a proper bad radioState response. We are manually testing that now. But we really need to automate it. The reason we didn't automate it is just time. We have a deadline and not enough resources so we are cutting anything that isn't critical. Making this test would require us to change the coordination server to recognize which devices have the right hardware and which don't and then create a single test for those with the wrong hardware. It just didn't seem worth the effort at this point.
