Implement connection timeout for Android #714

When a listening port is opened, a peer needs to connect to it within 3 seconds. Otherwise, the port must be closed.

Note that we have a test for this in testThaliMobileNative called 'Connect port dies if not connected to in in time' that should now be de-activated for Android but we need to re-activate when we fix this bug.
