Larastan compatibility: bootstrapFiles not loaded due to early constructor reflection

Hi @staabm, @Khartir, I encountered an issue that's possibly related to this.

I'm using both the phpstan-safe-rule and larastan extensions.

Larastan requires bootstrapFiles to be loaded in order to work correctly.
However, JsonThrowOnErrorDynamicReturnTypeExtension uses reflection in its constructor, which causes Larastan to execute LarastanStubFilesExtension.php before the bootstrapFiles are loaded.

@staabm The PHPStan job was success, because it request phpstan-safe-rule without the JSON decode return type extension feature.
