README: correct rST syntax #2

"flake8" and "pep8" were not properly linked, and this caused the rST generation tools (for example, rst2html) to print errors. It also caused PyPI to fail to render the README for the module. Fix the rST syntax so that the document renders without errors.

Document last changes in the change log and bump version (everywhere, this time!). Fixes #2
