Add a mixin for CSS filters.

Example:

-webkit-filter: drop-shadow(0 1px 2px rgba(0,0,0,.5));
-moz-filter: drop-shadow(0 1px 2px rgba(0,0,0,.5));
-ms-filter: drop-shadow(0 1px 2px rgba(0,0,0,.5));
-o-filter: drop-shadow(0 1px 2px rgba(0,0,0,.5));
filter: drop-shadow(0 1px 2px rgba(0,0,0,.5));

Research shows its only supported by webkit right now.

Table this for later.

Is this added?

No. But I think it should be added.

@guymeyer

I literally just now tried adding this unaware it wasn't in bourbon...not a big deal to add it manually, but I agree it would be great to have.

@homerjam

Would be great to see this added. Reference here: https://gist.github.com/GeneLocklin/2957278 - needs possibility to set filter(none)

Forgot to update and close this issue. A filter mixin was added in this PR: #346

It'll be available in the upcoming release.
