Support for S3 Reduced Redudancy Storage #468

Amazon S3 offers a low cost storage option - known as RRS - on S3. Making Paperclip support it would greatly reduce storage costs when you work with thumbnails of attachments

I've commited the implementation I'm currently using in production to my fork: https://github.com/herval/paperclip

It's still pending a working test since it's currently not possible to fetch the header that indicates if a file is stored under reduced redundancy. Still figuring out how to query for it

yeah, still trying to figure out a way to test that. Currently S3 doesn't return any variable, parameter or header that indicates that a file is under RRS - the only way to figure this out is via the s3 browser...
