isoweek() returns wrong week during summertime #317

isoweek() returns wrong week during summertime

If format is POSIXct and tz = "Europe/London", isoweek() will return wrong week when daylight saving time is active.
If tz = "GMT" isoweek() will return correct value even during summer time.

Se examples below:

isoweek(as.POSIXct("2015-04-27", tz = "Europe/London")) #Wrong week
isoweek(as.POSIXct("2015-04-27", tz = "GMT"))   #Correct week

isoweek(as.POSIXct("2015-01-15", tz = "Europe/London")) #Correct week
isoweek(as.POSIXct("2015-01-15", tz = "GMT")) #Correct week
