I would be pleased to have an option (env variable) to limit upload and download bandwidth avoiding saturation on global network link.

Would it be an option to do this through a reverse proxy instead? That would probably much easier, would probably work better and won't require any code change in Send.

Nginx might be a nice choice, if you're not using a reverse proxy already. As far as I know, Nginx supports setting both a connection rate and bandwidth limit.
