tizspotifysrc: playlists are not found in the user library #148

playlist_state_changed must wait until all playlists have been loaded before attempting playback or concluding that the playlist does not exist in the user library

The current mechanism used in the 'playlist_state_changed' callback to learn when all playlists are updated is flawed as it is based on a simple counter. A map should be used to record the playlist names and make sure that multiple calls for the same playlist do not make the playback start earlier than necessary or conclude that the playlist does not exist.
