The spec is clear on this

if the settings in common between both ports change during runtime (for
example after parsing the stream), then the component shall emit
OMX_EventPortSettingsChanged events on both ports.

Currently, the port settings are not propagated to the other port and the 'OMX_EventPortSettingsChanged ' event is only triggered in one of the ports.
