Ogg Vorbis decoding is slow and static-y #386

When an ogg vorbis file is played it has tons of noise and is slower than it should be.

You're absolutely right!. There is a horrible noise and static coming out. Let me look into it.

The fix for this is now in master. I still don't know when I'll have the time to release new binaries of Tizonia, but hopefully soon.
