In profile descriptions, hashtags should link to page with list of other people using the same hashtag, that would be nice way to find interesting people. It seems to be easy to implement, but does it make sense?

To be exact this is the issue that #7094 would "fix", it's not a duplicate.

However, this is a good place to talk about the UX side of things. I suggested a workable backend implementation of how to connect accounts to hashtags in a consistent manner, but the thing is, our search UI is not optimized for cases where you don't know who you're searching for... i.e. there's no pagination.

Okay, fair — for the backend implementation, I agree with your alternative proposal, I was just aiming to avoid database changes if possible with that.

On Search, is there a separate ticket discussing pagination and related UX issues?

I'd be happy to also work on that. I think some of the privacy/restrictions on search actually hurt new user experience, and instead, we actually need the restrictions to be configurable by instance hosts.

How would accounts-in-hashtag be sorted in the results? There's no clear relevance metric. On the other hand, if it's designed more like an A-Z directory, that would work...

We could sort by recent activity or number of toots + followers as a signal indicating relevance.
