When a mention is present, any hashtags in the note activity are replaced with mentions, leaving a structure like:

%{"tag" => [%{"href" => "https://pleroma.dereferenced.org/users/kaniini", "name" => "@kaniini@pleroma.dereferenced.org", "type" => "Mention"}]

This only happens when federating, if you request the object it will have a properly encoded tag object.
