Add site settings to show additional hints for Avatar and Header images #7082

Presently the rule we have on switter.at against nudity/adult content in avatars and headers is buried in our terms/CoC, the idea of this feature would be to have an additional line of "hints" beneath the upload field where a site could specific additional rules that apply.

Setting.account_avatar_rules and Setting.account_header_rules would be added.

Correction: I'm constrained on time at the moment. Someone can take this if they'd like to implement it.

I think this is above my skillset but can I suggest that the text beneath the upload field say something more generic like "Your avatar will be visible to everyone. Please choose wisely!"

...only because not every instance has the same rules. Individual instances can customize the message if they want to.

I think this is a great idea though, because it's yet another way to help newcomers understand more about the service, and remind existing users that their avatars are extremely public. :)
