Display the project's default billing account ID under "Advanced Settings"

• Projects might have a billing account defined in billingAccountId property.

• Each challenge inside a project should show this billing account inside Advanced Settings as "Billing Account: "

  

• It should be shown on both VIEW https://challenges.topcoder-dev.com/projects/16573/challenges/d211b5b4-4e15-459b-8c93-97580b125ebd/view and EDIT pages https://challenges.topcoder-dev.com/projects/16573/challenges/d211b5b4-4e15-459b-8c93-97580b125ebd/edit. We should not be able to edit it, only show.

• Project with billing account for testing https://challenges.topcoder-dev.com/projects/16573/challenges

• [Updated] For now, show the billing account ONLY if we have beta=true flag in the URL. We need this so we can hide it and only show for beta testers. We should be able to easily remove this flag and show billing account for everyone after the final release.
