some updates to man page, main ticket here: https://trac.torproject.org/projects/tor/ticket/28026

importantly, this depends on https://trac.torproject.org/projects/tor/ticket/25796#comment:10 (b/c rend-spec-v3.txt is not yet in spec.torproject.org)

Coverage remained the same at 61.949% when pulling 36d10cd on mtigas:mtigas/v3-onion-client-auth-docs into 67351f6 on torproject:master.
