It's not easy at all to build binary projects without these variables.

Alternatively, why not allow the full environment during installation?

With https://bitbucket.org/hpk42/tox/commits/521459223e524337d187ef07277f0ee1485cd313 during install all env variables are passed through now.

building 64bit Python 3 extension with Windows Platform SDK requires having the following in passenv as well:
DISTUTILS_USE_SDK MSSdk LIB LIBPATH INCLUDE CURRENT_CPU
