    After having cherry-picked most of it I'm going to do a full merge - later we'll want to split out all the CGI stuff - but no harm in mentioning Plack in there now and refactoring later.
    
    I am slightly nervous about mentioning Gabors weekly round up as it's only just started, but will review that again before this is merged into Perl core

    Decoding an URL or checking if something is a number *can* be handled with
    regular expressions, but it's certainly not the only or best way, so don't make
    it sound as though it's the Prescribed Way.

    Use lc() instead of \L to lowercase.

    Makes sense to illustrate a clearer idiom for new users - I think `lc` will be
    more easily understood than `\L` (it's also faster, which could have a minor
    effect if it's a very large list being sorted)
