add shfmt hooks to format shell scripts

Our shell scripts are all over the place, it would be nice to set a specific coding style and enforce it, same as we do with black for python.  https://github.com/mvdan/sh#shfmt has some hooks for pre-commit too, and restyled.io has that too.
