Updates go from 1.12.9 to 1.13.1. #41

Updates go from 1.12.9 to 1.13.1 for minor release that include two main security concerns:

  1. go1.12.10 (released 2019/09/25) includes security fixes to the net/http and net/textproto packages.
  2. Go 1.13(released 2019/09/03) is a major release of Go. Read the Go 1.13 Release Notes for more information.
  3. go1.13.1 (released 2019/09/25) includes security fixes to the net/http and net/textproto packages.

I think there's an issue with the Dockerfile line. Otherwise it looks fine.

I couldn't seem to update this but you need:

curl -sSLO https://dl.google.com/go/go1.13.1.linux-amd64.tar.gz \

And I tested with docker build .
