之前的实现方法比较难受，索性还是移除掉交给 docker 部署脚本来操作(tryzealot/zealot-docker#1)，同时在 zealot 创建一个 zealot:upgrade 的 rake 任务来承接初始化数据库和后续需要升级的操作
