cmd: allow customization of ~/.tsuru via environment variable #1312

I'd like to propose introducing a new environment variable that affects how the command line framework works: TSURU_HOME. It would allow the user to customize where to store token, targets and plugins, and allow us to remove the fs abstract layer that is ugly and exits only for testing purpose.

Third-party packages that use the cmd framework already use TSURU_TARGET and TSURU_TOKEN environment variables for overriding these values on test, so the abstraction layer and the mocked filesystem are really not needed in this case.
