Since this problem is not related to the script, it is now considered closed.

@tteck : I am also getting this same problem; I'm pretty confident that what is happening is Adguard is the primary DNS and the script shuts it down before trying to download a file. This means the DNS lookup fails and the file can't be downloaded.

I was able to resolve this by simply moving the wget command before the adguard shutdown; another option might be to temporarily change the DNS to something like Google first but I think just moving the command is easiest.
