LVM and Raid Webmin modules not showing in v15.0rc1 (Webmin 1.881) #1091

I've just noticed that the RAID and LVM modules aren't showing in Webmin (v1.881) on v15.0rc1. I'm not sure why (they show by default on v14.2).

I tried rolling back to the previous theme (stressfree) just in case that was the issue, but that makes no difference. Everything else seems to be there (other than the java filemanager and the text editor; the former we explicitly didn't include and the latter was removed by Webmin themselves).

They're definitely installed:

I'm fairly sure that it's something to do with our packages, as if I install them via Webmin (e.g. Webmin configuration >> Webmin Modules >> Install Standard module from www.webmin.com >> lvm >> Install Module) then they show up.

Hmm, weird. I just uninstalled (purged) both webmin-lvm and webmin-raid and reinstalled and they now both appear...?! I noticed during that process that webmin-fdisk was also uninstalled (and reinstalled).

Also it's perhaps worthy of note that the webmin-lvm module is the only one of the 3 that is explicitly installed with the plan (common/plans/turnkey/base). So next build I do, I'll explicitly include all 3 and see what happens...

Testing on rebuild reveals the issue:

# grep "Install failed" log
Install failed : Module raid requires module fdisk
Install failed : Module lvm requires module raid

Although, I'm not 100% sure how we resolve this. The order that the packages are noted in the plan appears to have no influence over the order they are installed.
