I'm preparing documentation for my theme. Am I allowed to use bootstrap documentation's docs.css file?

I'd think the documentation CSS, being part of the Bootstrap package, falls under the same license as the rest of the framework - which is to say, in my opinion, yes you can.

The docs are under the Apache license as well (see the footer of the docs pages). I highly encourage you to heavily modify them though—the docs are made specifically for Bootstrap and don't fight cookie-cutter into many other situations. <3
