It's a different implements. :/ Note that 99% of this code is just copied from the trac repo. Primarily I just deleted bits of. The branch commit history might be revealing.

This removes "#NNN" style references and leaves just "ticket:NNN" style references. This removes ambiguity with GitHub PRs.
