Klein should implement Twisted's release concepts #96

Incremental and towncrier are the new hotness(tm) for this task and will bring Klein in line with Twisted release concepts.

It'll also be a good test run to prove their robustness for Twisted.

I just realised klein's last release was 17.10, wouldn't it be time for a 19.05 or 19.06? :-p

How can this happen?

That's wonderful! But I somehow totally missed it :-D, GitHub still ilsts 16.12 as latest release, strange.

Can this be closed then? One issue less :-p.

@evilham Where does it list the release versions on github? As far as I can tell we're not using Github "releases" on this project.

Whoops. Closed for a moment there because I saw "can this be closed" and thought that this was just a ticket for a new release :).

I don't think that we can close this because we still don't have great automated release infrastructure for Klein, and we're not tracking added features with Incremental and Towncrier as we should be.

(Arguably we should try to do better than Twisted here, really get fully automated luxury space releases, and then backport that to Twisted...)
