Changes proposed in this PR

  • Adds Kubernetes compute cluster
  • Allows marking instances as succeeded without transitioning to running.

Why are we making these changes?

Part of adding Kubernetes support.

The instance change is something that could happen in Mesos (for instance, if you missed the task running message and found the task had succeeded during reconciliation) but is more likely in Kubernetes. I think it's a reasonable change to make for both.
