with a project reference chain Sub <- Parent1 <- Parent2, both Parent1 and Parent2 should add to project Sub's build path

Please take it from the above example. If you set up your project properly (classpath dependencies), then dependencies will be resolved transitively.

What I mean is sub11 also have direct access to root. The eclipse configuration should export the root project in project sub1 or add root to build path of project sub11

  val sub11 = Root.root + Sub1.sub1 + " > sub11"

OK, I see. Well, I think direct access is not a good idea, but sub1 should export root such that sub11 will refer to it transitively.
